Ingredients:
- 2 cups rice flour
- 1 1/2 cups water
- 1/2 teaspoon salt
- 200g minced meat (chicken, pork, or beef)

- 2 cloves garlic, minced
- 1-inch piece ginger, minced
- 2 tomatoes, finely chopped
- 1 bell pepper, finely chopped
- 2 green chilies, finely chopped
- 1/2 teaspoon ground turmeric
- 1/2 teaspoon ground cumin
- 1/2 teaspoon ground coriander
- 2 tablespoons vegetable oil
- Salt and pepper, to taste
- Fresh cilantro, chopped for garnish
- 2 eggs
Instructions:
- Prepare the Batter:
- In a large mixing bowl, combine the rice flour, water, and salt. Mix until smooth to form a batter.
- Let the batter rest for about 15 minutes.
- Prepare the Toppings:
- In a frying pan, heat the vegetable oil over medium heat.
